一項新的法案日前在美國伊利諾州通過,根據(jù)法案規(guī)定作為可再生能源組合要求的一部分,愛迪生國民電網(wǎng)運營商以及Ameren電網(wǎng)運營商必須購買太陽能電力。與原定目標(biāo)2015年不同的是這次的法案規(guī)定目標(biāo)將具體定額分配到每一年,時間上從2012年開始,法規(guī)規(guī)定,截止于2012年7月1日太陽能能源生產(chǎn)電力要至少占到總電力的0.5%,到2013年7月1日至少占到1.5%,2014年7月1日至少占到3%,2015年7月1日至少占到6%。以后每年再逐漸遞增。
州長派屈克.坤簽署了該項立法(國會議案6202條),并見證了伊利諾州能源部法案以及公立電廠法案對該議案的修正。另外,伊利諾州的政府部門評論道,一項新的家庭單位的太陽能能源議案(國會議案5429)也被引入來確保獨立家庭的太陽能光伏安裝建設(shè)權(quán)利:前提是該家庭單元遵循了所有必須遵守的規(guī)章制度。在新法案下,家庭所在的小區(qū)或單位不得阻止家庭單元在其房產(chǎn)上安裝光伏太陽能。在聲明中,法案的解釋如下:新法案的建立目的是加快電廠購買太陽能電力目標(biāo)的實現(xiàn),并且?guī)椭總€獨立的家庭單元盡可能多的使用可再生的太陽能能源。

A new law has been passed in Illinois, the U.S. whereby Commonwealth Edison and Ameren must begin purchasing solar energy - as part of the renewable energy portfolio requirement ? by 2012 instead of 2015. Specifically, the power industry will now be required to purchase .5 percent of its power from solar sources by June 1, 2012; 1.5 percent by June 1, 2013; 3 percent by June 1, 2014; and 6 percent by June 1, 2015, and each year thereafter.
Governor Pat Quinn signed the legislation (House Bill 6202), which saw amendments being made to both the Illinois Power Agency Act and the Public Utilities Act. Additionally, the Illinois government said a new Homeowners’ Solar Energy Act (House Bill 5429) was brought in to ensure the right of individual homeowners to construct solar panels on their homes, provided the individual homeowners follow certain guidelines. Under the new law, homeowner’s associations cannot prohibit homeowners from installing solar panels on their property. In a statement, it explained: “The new laws establish strengthened targets for utilities that will be purchasing more solar energy and help homeowners who want to increase their solar energy usage.”
“Solar energy is the wave of the future, and it is important that our public utilities and homeowners are able to more easily increase their use of solar energy,” said Governor Quinn. “We must do everything we can to increase our use of solar energy, which will help us protect natural resources and reduce our reliance on traditional energy sources, such as foreign oil.”
Governor Quinn signed both pieces of legislation at the University of Illinois at Chicago. House Bill 6202 takes effect immediately and House Bill 5429 will take effect Jan. 1, 2011.
